What is the problem with Foreign Policy Making of Pakistan?

How Pakistan will be able to make a unanimous Foreign Policy when Sammat, Brahui, Hindko, Gilgati Baltistani, Kashmiri, Kohistani, Chitrali, Sawati, Derawali, Gujrati, Rajasthani has no influence on the national policymaking of Pakistan due to the inefficient role of their elite.

Baloch has no ability to participate in the national affairs of Pakistan due to the conspirator behavior of their elite. The elite of Pathan and Hindustani Muhajir has a dominating role in the national policymaking of Pakistan. But, Pathan elite has Pro Afghan inclination and their interests are restricted for the social, economic, political domination of Pathan in the national affairs of Pakistan.

Hindustani Muhajir elite has its contacts with India and the other Anti-Pakistan States and Non-State Actors due to their interest in social, economic, political domination of Hindustani Muhajir in the national affairs of Pakistan and desire of total control on Karachi.

Punjabi is the 60% population of Pakistan, therefore, the Punjabi elite has the prime duty and responsibility to form the National and Foreign Policy. But, the elite of Punjabi does not have the ability of national policymaking of Pakistan due to clones and psychological slaves of Gunga Jumna Culture, Urdu Speaking, Hindustani Muhajir and habitual to follow and implement the policy articulated, communicated, expressed, formulated by the Hindustani Muhajir.
