معاشی ' اقتصادی معاملات کی خرابی کی وجوھات بتانا ' بہتر کرنے کا پروگرام دینا
اور طریقہء کار بتانا سیاست ھے۔ اس غرض سے ھی سیاسی جماعتیں تشکیل دی جاتی ھیں۔ عوام
کی سیاسی جماعتوں کے علاوہ ھر ملک میں چونکہ ریاستی ادارے بھی ھوتے ھیں۔ ریاستی
اداروں میں سے ملک کا دفاع کرنے والے اداروں کی ذمہ داری ملک کی سرحد پر اور ملک
کے اندر ریاست کے دشمنوں سے لڑنا ھوتا ھے اور ملک کے خلاف کی جانے والی سازشوں کو
ناکام بنانا ھوتا ھے۔
اس
لیے سماجی ' انتظامی ' معاشی ' اقتصادی معاملات کے لیے سیاست کرنے کے بجائے
پاکستان کے دشمن ممالک کے آلہء کار بن کر نا دانستہ یا ذاتی مفادات کے حصول کے لیے
دانستہ طور پر ملک کا دفاع کرنے والے اداروں سے محاذ آرائی کرکے ملک دشمن سرگرمیوں
میں ملوث ھونے والوں کو یہ سمجھنا چاھیے کہ؛ عوام کے لیے سیاست کرنے کا دائرہ کیا ھوتا ھے
اور ملک کا دفاع کرنے والے اداروں کے فرائض کیا ھوتے ھیں؟
کسی
بھی قوم اور ملک کی ترقی کے لیے ضروری ھے کہ؛

عوام میں مذھبی یا فرقہ ورانہ ' قومیت یا لسانیت کی بنیاد پر سماجی نفرت پیدا نہ
ھونے دی جائے بلکہ سماجی ماحول بہتر کرکے عوام میں محبت کروائی جائے۔

ملک میں انتظامیہ کی کارکردگی ناقص نہ ھونے دی جائے بلکہ انتظامیہ کی کارکردگی
بہتر کرکے عوام کی خدمت کروائی جائے۔
3۔
عوام کی معاشی حالت خراب نہ ھونے دی جائے بلکہ روزگار کے بہتر مواقع فراھم کرکے
عوام کی معاشی حالت بہتر کی جائے۔
4۔
ملک کی اقتصادی حالت خراب نہ ھونے دی جائے بلکہ بہتر اقتصادی منصوبے بنا کر ملک کی
اقتصادی حالت بہتر کی جائے۔
جب
تک کسی قوم کے سماجی معاملات ٹھیک نہ ھوں تو اس وقت تک اس ملک کے انتظامی معاملات
ٹھیک نہیں ھوتے۔ جب تک کسی ملک کے انتظامی معاملات ٹھیک نہ ھوں تو اس وقت تک اس
قوم کے معاشی معاملات ٹھیک نہیں ھوتے۔ جب تک کسی قوم کے معاشی معاملات ٹھیک نہ ھوں
تو اس وقت تک اس ملک کے اقتصادی معاملات ٹھیک نہیں ھوتے۔ جب تک کسی ملک کے اقتصادی
معاملات ٹھیک نہ ھوں تو اس وقت تک قوم اور ملک ترقی نہیں کرتے۔
سیاست
عوام کے سماجی استحکام ' انتظامی بہتری ' معاشی خوشحالی ' اقتصادی ترقی کے لیے کی
جاتی ھے۔ اس لیے سماجی ' انتظامی ' معاشی ' اقتصادی معاملات کے مسائل کی وجوھات
اور ان مسائل کے حل سے آگاھی ھونی چاھیے۔ جبکہ سماجی ' انتظامی ' معاشی ' اقتصادی
معاملات کے بارے میں علم و تجربہ ر کھنے والے افراد کی تنظیم بھی ھونی چاھیے۔
سیاست
میں اگر عوام کا سماجی پہلو زیادہ اھمیت کا حامل ھو تو سیاست مذھبی یا فرقہ ورانہ
' قومیت یا لسانیت کی بنیاد پر ھونے لگتی ھے۔ سیاست میں اگر ملک کے اداروں کا انتظامی
پہلو زیادہ اھمیت کا حامل ھو تو سیاست اینٹی ایسٹبلشمنٹ اور پرو ایسٹبلشمنٹ بنیاد
پر ھونے لگتی ھے۔ سیاست میں اگر عوام کا معاشی پہلو زیادہ اھمیت کا حامل ھو تو
سیاست طبقاتی بنیاد پر ھونے لگتی ھے۔ سیاست میں اگر ملک کا اقتصادی پہلو زیادہ
اھمیت کا حامل ھو تو سیاست لبرل بنیاد پر ھونے لگتی ھے۔
پاکستان
کی سیاسی صورتحال یہ ھے کہ؛ قحط الرجالی کی وجہ سے پاکستان میں پاکستان کی سطح کا
تو کیا کسی ایک صوبے میں صوبائی سطح کا بھی کوئی سیاسی رھنما نہیں ھے۔ اس لیے
پاکستان کی سیاسی جماعتیں سیاسی نظریہ کے بجائے شخصی بنیادوں پر منظم ھونے کی وجہ
سے قومی سطح کی لبرل یا طبقاتی سیاسی جماعتوں کے بجائے لسانی ' فرقہ ورانہ یا
علاقائی گروہ کی حیثیت رکھتی ھیں یا ملک کے اداروں پر انتظامی گرفت کے مدِ نظر اینٹی
ایسٹبلشمنٹ اور پرو ایسٹبلشمنٹ کی بنیاد پر متحرک ھیں۔
پاکستان
میں لسانی ' فرقہ ورانہ اور علاقائی سماجی انتشار کو ختم کیے بغیر ملک میں انتظامیہ کی کارکردگی بہتر نہیں کی
جاسکتی۔ انتظامی کارکردگی بہتر کیے بغیر عوام کی معاشی حالت بہتر نہیں ھونی۔ معاشی
